Minimum Deliverables
- Vision & Targets: clear end-state, interim milestones, and guardrails (e.g., no-regrets principles).
- System Map: actors, lock-ins, leverage points, and risk register.
- Portfolio of Actions: technology + demand-side + nature-based + governance reforms.
- Finance Plan: capex/opex, funding stack (public, private, blended), de-risking tools.
- Just Transition Plan: workforce pathways, community benefits, engagement timeline.
- MRV & Learning: indicators, review cycle, adaptive management triggers.
